  • Who owns these numbers? Regulated entities within the Banking, Financial Services, and Insurance (BFSI) sector—specifically those governed by the RBI, SEBI, IRDAI, and PFRDA—as well as central and state government bodies.
  • What are they used for? Official service transactions, high-security banking alerts, OTPs, policy updates, and critical government-to-citizen communications.
  • The Golden Rule: Because these calls contain time-sensitive and essential financial information, no telecom operator or third-party caller ID app is permitted to tag, filter, or block calls originating from the 1600 series. They are legally guaranteed to bypass standard filters to protect consumers from missing vital updates.

The 140 Series: Promotional Telemarketing & Your Right to Block

In stark contrast, the 140xx series is the mandated prefix reserved strictly for promotional and corporate marketing calls across all business sectors.

Unlike the 1600 series, citizens retain full legal authority to silience these pitches:

  • Mandatory Registration: Any business wanting to make promotional calls must register their brand and templates with Telecom Service Providers under the TCCCPR framework.
  • The DND Shield: Consumers have the absolute right to partially or completely block telemarketing calls originating from the 140 series by updating their preferences on the National Do Not Disturb (DND) registry.
  • Sector-Specific Blocking: If a consumer blocks a specific sector (e.g., real estate or credit cards) on their DND profile, the network will automatically drop all incoming 140-series calls originating from companies within that specific sector.
How to block spam calls legally: TRAI reminded the public that citizens can instantly manage, update, or completely activate their DND preferences through multiple hassle-free channels, including sending an SMS to 1909 or using the official TRAI DND Mobile App.

TRAI concluded its statement by reiterating that aside from a citizen's personal DND settings, external automated tagging or filtering of the 140 series is strictly prohibited. This ensures that telemarketers cannot bypass the system, while also protecting consumers who have opted to receive promotional updates from specific sectors from being misled by inaccurate spam tags.
